I upgraded to V1.2.2 and i finally found one person online then he left
and if you are asking how to play online go into Settings>Networking
and enable the following Enable networking/WLAN and Enable Built-in PRO ad hoc server.
Not entirely sure it will work for you if you dont have the latest PPSSPP also dont know if ColdBird.net has anything to do with it so leave be.
