Well, copy SAVEDATA if you want the regular game saves. Although save states are largely portable, they wouldn't be my first choice if you're getting crashes. It could be you saved a bug or cheat - save states keep problems around forever, because the save the ENTIRE state of the device.

Save states = once a bug, always a bug.
Game save data = bugs often go away on load.
