It means you need to extract the files from the archive you download (be careful about fake download buttons which are ads...) in the specified folder in the Memory Stick of your PSP.
If you don't have one already, install an archive manager such as WinRAR to do this.
Of course you need to plug your PSP in your PC in order to access the Memory Stick
