[Solved] Whole app bugged

Select OpenGL again, but make sure that you exit the App altogether, that will set the backend correctly.
Then restart PPSSPP again, and you should find that this has corrected your problem.
If you can't change the backend due to the screenshot that was shown, exit App and use file manager of some kind to locate the PPSSPP.ini file found in PSP/SYSTEM/
Open with an notepad type App, and manually change the backend that way.
