These are the best settings for this game:

- Frameskipping -- 2 or 1
(don't use auto frameskip, because it causes sudden speedups/slowdowns (when the frameskip toggles automatically))

- Simulate block transfer -- Disabled

- Disable slower effects (speedup) -- Enabled
(if you use this setting, the game will not slow down where the sun is visible)

and

- Multithreaded -- Enabled

I have an old Samsung Galaxy S2 (I9100) and the speed with default settings:
FPS 18/60 SPEED 28%

the speed with above mentioned settings + Multithreaded disabled:
FPS: 12/60 SPEED: 58%

the speed with above mentioned settings + Multithreaded enabled:
FPS: 14/47 SPEED: 88%

NOTE:
PPSSPP has a bug that makes Multithreaded option to not work if it's enabled before you start the game. At least, for me this is the case. (Workaround: disable Multithreaded, start the game, enable Multithreaded.)
