There is no Hamachi or Tunngle available for Android , so you won't be able to play ONLINE multiplayer with other players across the world but there is a way through which you can play LOCAL multiplayer just like Ad Hoc in PSP.

So if you have a PC or other Android device , you can play multiplayer via portable HotSpot.
Still there is no Online compatibility for Android PPSSPP.
