It might be that you opened a game from an external drive, network drive, or a disk that went to sleep. That can make PPSSPP slow to load the game icons.

Worst case, try starting over with a new PPSSPP directory. Copy memstick/PSP/SAVEDATA and memstick/PSP/PPSSPP_STATE to the new one, and you'll retain your saves but start over with brand new settings.
