AdHoc Online (PC + Mobile)

So, I recently was over at a relative's home and we played God Eater through the same internet and it worked perfectly fine.

I was wondering if there was a way we can still play together using our own internet, yet still be able to do "AdHoc"

I know if I used a computer and connected through Tunngle, Hamachi, or Evolve, we could play co-op but my computer can't run PPSSPP let alone God Eater with fully optimized settings, so I use my Note 4 to play PPSSPP games.

Basically, I was curious if anyone knows of an alternative to Tunngle, Hamachi, or Evolve that both PC and Mobile devices can connect to, and be able to play "online"
