I have a HTC One M8 with the same Snapdragon 801 SOC and the game will not run fullspeed without frameskipping generally. Especially at higher than 2x resolutions. You may want to enable some frameskipping and lower the buffered rendering resolution to 2x or 1x. You can also try setting the PPSSPP config to default and check if your phone has an option for "High Performance Mode" in the developer menu on your phone.
