I can personally attest that the 30FPS cheat works perfectly on co-ops. Make sure that both the host and the partner enables the 30FPS cheat before connecting to each other to ensure a smooth experience. Atleast it did for us on the original PSP.

No idea about PPSSPP/60FPS cheats though. Its likely it'll work the same way (since its emulating PSP behavior), but 60FPS is a little buggier.
