I have the same version of the game and I'm trying the same ppsspp version as on the images(0.8.1-929...I also tried a lot of other version including the latest beta),but on any ppsspp version somewhere after 0.8.1-589 I get black screen and I only hear a sound that it running at really low speed.

On 0.8.1-589 the game is "running"...I see the fmvs(running at 15fps(pot vps\speed))and the title screen but once I start the game,I get the other problem with the blue screen.

Edit:Now that's weird...here's the fix
1.When the "ClimaX" screen appear,press and hold the X button until the title screen
2.When you start a new game when the screen with "Year 321" appear,press and hold the X button until Shinbu appear.
That's all

Probably the problem is something related to loading the videos(if you let the game to load them,the problem will be triggered)
