Have you run PPSSPP at least once on your device? It's required to generate the ppsspp.ini file.

EDIT:- See below for daxtsu's explanation.

PPSSPP Modern Testbed:-
Intel Core i5 4690K @ 4.0 GHz
NVIDIA Geforce GTX 760 2GB GDDR5 VRAM @ 1138/6500 Mhz
16 GB DDR3 RAM @ 1600 MHz
Windows 7 x64 SP1

PPSSPP Ancient Testing Rig:-
Intel Core 2 Duo T9550 @ 2.8GHz
ATI Mobility Radeon 4670 1GB GDDR3 VRAM @ 843/882 MHz
8 GB DDR3 RAM @ 1066 MHz
Windows 7 x64 SP1

It should be under /data/data/org.ppsspp.ppsspp/files.

4GHz AMD 3900X, 32GB DDR4 RAM, 6GB Nvidia RTX 2060, Asus Crosshair 7 Hero (Wifi), Linux

RE: Guide:- Maximizing the performance of PPSSPP on your Android/Windows device.
That thread will be useful for sure, but I still have problems with some games (f.e. Wipeout Pure) to gain 60 VPS as it was before. PPSSPP is quite heavy now for mobile devices I guess. BTW, one question about CPU locking: somebody write about it that you need to lock it to exactly frequency: for example if game will be gaining a lot of speed while CPU is locked for 66Mhz and you lock it to 65 or 67Mhz then you'll not gain any boost. Is that true for every game?
Yeah, I know, that post is kinda messy.

PC: AMD Athlon II X250, GeForce 8600 GT, 2Gb RAM, Win 7 SP1 32bit
Android:
Xperia mini pro 2.3.4
Nexus 7 2012 4.4.x

Yeah, I know, that post is kinda messy.

It varies from game to game. (and also surprisingly, your own device)

Each game will have a different range of acceptable CPU frequencies that is also dependent on the power of your own device.

So the only right answer for that option is to experiment, and see which range works best for you in that particular game, using your specific device.

(PC and Android devices also have different thresholds using that option)

If you were to ask me for a globally safe frequency that you could apply to all games and still see some performance increase, I'm afraid there isn't a single answer that'd cover all the scenarios.

I've discovered (on the PC that is), that 111 MHz is relatively safe for most games, but again, there are some that will REFUSE to boot at anything below 222 MHz. (like Tekken 6)

Again, my advice to you is to experiment, and jot down the frequencies that work best for your device when playing a certain game.

You can always change it back to the default 222 MHz if something goes wrong. It's virtually risk-free.

PPSSPP Modern Testbed:-
Intel Core i5 4690K @ 4.0 GHz
NVIDIA Geforce GTX 760 2GB GDDR5 VRAM @ 1138/6500 Mhz
16 GB DDR3 RAM @ 1600 MHz

ATI Mobility Radeon 4670 1GB GDDR3 VRAM @ 843/882 MHz
8 GB DDR3 RAM @ 1066 MHz
Windows 7 x64 SP1

RE: Guide:- Maximizing the performance of PPSSPP on your Android/Windows device.
I updated to v0.8.1-1055-g4e8958f from 955 and now the graphics are broken particularly with buffered rendering. Sad Ys Seven the heads and the bodies of the characters are missing (requires Buffered Rendering to see life bar, etc.). Duodecim the some of the battlefields have vanished with Buffered Rendering. The good news is that this does speed it up some, though.

Is there a recent, but more stable build?

Try v0.8.1-1029-g51596b6 on the bulldbot

The latest builds after that one have problems with ARMJIT on Android devices which causes broken graphics in quite a number of games.

You are using an Android device, yes?

Correct. I'll try 1029, then.

Every ISO I play, Fps is stuck at around 29-30. Any fix for this?

Are you referring to Speed or FPS?

It's perfectly normal for FPS to be 30 if the game is coded for it.

Developers for PSP code their games to run with the following internal FPS:-

1. Fixed 30 FPS

2. Fixed 60 FPS

3. Variable 30 - 60 FPS.

4. Some, like the MGS games (Portable Ops and Peace Walker) even drop to 20 FPS.

Now if your Speed is stuck to 30, then you have a performance problem.

RE: Guide:- Maximizing the performance of PPSSPP on your Android/Windows device.
Thanks for the useful advice and development by all the people who need the appreciation!

After the instructions, now I maximize the performance of dynasty warriors 6 special(not the American version name) on my poor little HTC one x which wait to be updated. The general speed is about 70%. I am pretty appreciated cause before reading the instructions I was suffering from the speed of about 40% or slower.

However it perform badly when running the Japanese dynasty warriors 3(forget the translation, I am a Chinese user)Can't get the reasons though.

Every time there's new build ups, I always test these two games. If there's any suggestions about discussing these two games, I will try my best to keep testing.

Will someone give more suggestions? Or should we keep our fingers crossed and wait till mid-August?
Hope there will be huge improvement so we don't need to endure the poor graphic solution to improve the speed.

(Hope there's no one mummuring why don't you get a better phone? HTC one x is quite a phone for most users in Taiwan.XD

Keep up the good work!!

If you've done everything I've mentioned in my guide and are still getting poor performance for your device, for a particular game, all you can do right now, is just wait.

There is nothing else you can do for now.
