Strange,I you sure you are doing everything correctly.
Is your account(windows account)somehow limited.

Works fine here(v0.8.1-589)on any game...I even play Persona 3 right now and I don't have any problems saving the game(normally and by using save states)

I know about save states but how do I use the save data like a normal psp? Like saving from a memory stick on a normal psp?

It's the same as saving on the psp...I don't see any difference(no idea why you can't save).

RE: How do i make save data/memory stick?
Same issue.

Digimon World Decoded will NOT allow me to even start the game unless I select a memory stick to save on... and it registers nothing there at all, telling me I need at least a "400 blah blah space blah blah" memory stick.

Why does the PPSSPP not allow me to create legitimate save files? Do I have do fix something?

The game Gurumin also had similar problem but it works fine now.
The way to "fix" it(Gurumin)was to download a save for the game and then overwrite it(you were not able to create a new save but overwriting was fine)

This was a totally genius idea and now it's working. Thank you *so* much for the genuine advice and taking the time to get those links for me. You're a legend mate.

I will confirm whether or not I can overwrite in a moment

EDIT: Yes, I can overwrite with no difficulty at all.

That reminds me of the 64 MB Memory Card issue on PS2. For games like Kingdom Hearts 2 you had to already have a Save on there or else it won't recognize the MC.

Hello, I am also having the same difficulty with Digimon World Re Digitize but even after downloading the save, I'm still getting the same message. Any help would be greatly appreciated.
