Can one buy PSP games online without a real PSP?
There is an online store where PSP games can be bought and downloaded to PSP.
I would like to know how someone that does not have a PSP can buy games from this store and play with PPSSPP.

The problem is how you will convert the umd disc into iso or cso image if you don't have a psp?

Well, I think you can buy them with a Vita or a PS3. I know downloading games is popular, which you probably should not do, but regardless of that buying games that are worthy of being bought is a good thing. It's the best way to influence what games come out in the future.

You can buy them on Media Go but you would need a PSP to convert the .PBP file into a .ISO file.

The idea is the same that is done with other emulators: buy the game and get an alternative rom/iso, because I have no idea about how to transfer a game from cartridge (DS, N64 or Snes) to PC.

Unlike other emulated systems, PSP has online store. Online stores have better prices because they do not include taxes and import expenses. Steam is good because the prices in any place are the same as in USA.

I would like to influence more games to PSP, including translation of Japanese games that are not available in English.

PPSSPP can already run PBPs even with NPUMDIMG(xored DATA.PSAR) header.

You can buy psp game from PSN, download to .pkg format and then use some tools to get ISO from it, that all

No need PSP. I don't have one too, but I can borrow it from my sister for ripping process easily. I don't think this is illegal. One console can share with other people in my family.
