New audio decoding solution: at3tool.exe
Someone discovered a file called "at3tool.exe" on the Fate/Extra CCC disc. It decodes ATRAC3plus audio, including mono samples that HIMDRender can't decode. Unfortunately, it's proprietary, so you'll have to find a download yourself.

It would be good if PPSSPP checked for this file and used it to decode audio if present. It's a much cleaner solution than SonicStage.

A member of JPCSP dev team is compiling they own AT3+ decoder in order to bring it to JPCSP official build; i guess when he is done PPSSPP dev team will use it as well. Or maybe PPSSPP dev team are working on his own decoder, don't know. However, this tool seems to be really helpful.

You can already decode the audio with SonicStage which is obviously a file from the SDK hence it's exactly the same thing with SonicStage stripped down... What we need is a crossplatform decoder, not somekind of dll or exe.

Ideally, it is a portable emulator, and should also implemendar portable decoder.
Exe files are for windows

This file is illegal to use and distribute, Windows or not it's not gonna happen.
