That utility says "Based on PPSSPP v1.2.2", so its code is already part of PPSSPP. Anyway, what's the problem with PSP demos?

I know the "old" demos (packed as EBOOT.PBP) run without problems in PPSSPP.

But there are "newer" demos (also packed as EBOOT.PBP) which use different encryption(?) and when you try to run them in PPSSPP it shows "Could not load game. failed to load executable: file corrupt". Read HERE about how to decrypt them if you have access to a REAL PSP console.

There are .PKG demos too, which you can get directly from the official PSN servers. If you want to run these in PPSSPP you need "PSN PKG Decryptor & Extractor" by LMAN to convert them to a typical .ISO file.

But I admit that it would be great if PPSSPP could play these newer and .PKG demos directly Undecided

The demos which can't be played in ppsspp
contain DATA.PSP in EBOOT.PBP
EBOOT2ISO just renames it to BOOT.BIN, EBOOT.BIN
I think DATA.PSP is some type of compressed archive similar .PKG rather than
a .ELF program file.

PPSSPP supports PBP format very well doesn't matter if it stores whole game or single elf, lots of homebrew is using it also all games bought from PS Store, so far never had any issues with it.

The difference between things that run on emulators out of the box and things that require decrypting on actual hardware is simply which encryption keys were used, we don't have and might never get all of them, outside of those demos same problem aplies to game updates and maybe like two commercial games.

All software running outside of real PSP will be limited to exactly same keys that are shared on many hacking sites/wikis, so no, you can't avoid using real psp.
