does it have anything to do with the specs or is it an optimization problem?

Well, presumably your PC is faster than your Android tablet, since most PCs are faster than the vast majority of Android tablets.

So without knowing any details I'll go with specs. You probably don't have a 4.0 Ghz cpu and NVIDIA 750 Ti in that tablet.
