Sometimes it does. Usually a speed increase or a large amount of compatibility patches to make games playable or run perfectly. Running a game perfectly does not mean full speed to me. Although a new number would come out it will fix many games yet break a few. When these happen users submit bug reports and they make lines of code to apply specific fixes for games..
