I remember Framework XNA requires internet to install as it downloads the files in the installing process and even then you need patience.

I was able to play Persona 4, Original Monster hunters and killer 7 with a low spec computer. I recommend experimenting with the graphics settings A bit once you are able to play as it helps with the performance.

i have done with that bro. the xna had been installed when i tried to play ppsspp on my pc.
