Please help me, im irritated

Hello, i have a problem.
Well while im playing i have really bad frame drops but im playing on a powerful enough system so i dont se a reason why it laggs.
Its choppy and in some places it drops to 35 fps.

I have a Acer Nitro 5 Gaming Laptop, it should be enough.
Whatever graphics setting i change the drops are there even at PSP X1 Render Resolution.

Btw i tried Vulkan and its even worse than D3D11
