Yes, It can, port offset should >= 1024, both android should using same port offset value

I had put port offset 1100 and we can see each other and we can play, but when the fight start, our ppsspp stop and not working, i change the port offset to 1000 but also not working.

I test again we can start but stop for a time and then the game say conection lost

That's not the point. you had 2 ppsspp on same phohe, but you cant run it both foreground, the background ppsspp is pausing not running.
