Tested again on 0.9.9.1 on a new box. Runs great except that it drops to half speed on missions with a change in lighting (day to night or vice versa, first noticeable on PAC-E-140) and also on the research and development menu.

New box is running Windows 8.1 64 bit with an i5 4570, 8 GB DDR3-1600 and a Geforce GTX760

Turned frameskip to 4 and now I can get through time of day transitions smoothly.

It's very similar to the PS2 version, which is in English.
