V Sync not working?

I'm using the latest version of ppsspp, have V-sync enabled in the program (Not in drivers however, there's an issue which doesn't allow me to force anything. v-sync works in other games though) but still get insane tearing.
I'm using completely default settings, other than enabling V-sync, and scaling the game up to a higher resolution. (Still tears at native)

Do you have Vsync set to "always off" in your NVdia/AMD config menu?
Set it to "let program/software decide" or always on.
