Problem with 4k resolution (Windows 10)

Hello, I recently tried DSR 4k resolution on my display and increased DPI to 300% to see fonts normally. But in PPSSPP this caused HDMI "blinking" bug to return. Also it creates anoher problem: PPSSPP does not scale various gui elements when DPI is not standard, but text is scaled. So the text lines in gui do not fit in their containers and often overlap each other.
