Changing framerate v.0.9.8

Hello.
I don't know how to change the framerate.
The version I have is 0.9.8
I'm wanting to change it from 30 to 60.
I've checked the guide and everywhere else.
I cannot find the option that allows me to change it.

Which game specifically?

Games have a framerate cap, usually set at 30 or 60, that cannot be changed. However with the use of cheats some games can be made to run at a higher framerate. Here is a list.

Well the game devs set it to run at a specific framerate in default (30 or 60) so technically you can't do anything about it unless someone figure it out via Cheat :/ (KH BBS, Digimon)
