Dissidia 012 dlc not working

I got Dissidia 012 for the ppsspp and downloaded the dlc but none of the new characters are showing up.

I followed the instructions and put it in Ppsspp\memstick\PSP\GAME but its still not working.

I downloaded a mod to replace a characters outfit and that worked fine and both the dlc and game are ULUS10566 so that's fine. I have done this before a long time ago and I think I ran into the same problem not sure how I fixed it. any help or suggestions would be appreciated.
