help with loading plugins

Hi guys, I am a long time user of PPSSPP, since it first launched and had wanted to use the old psp plugin for GTA LCS called Cheat Device by Edison Carter. WEWll I gave up hope in getting to use plugins until I bought a PS Vita and found the plugin called Cheat Device Remastered, which comes with instructions on how to in stall it with PPSSPP, unfortunately I cannot figure out how to get PPSSPP to load my plugins. I created a folder in the memstick directory called PLUGINS and have placed the plugin into its own folder with its required ini file...yet none of the plugins want to load. What am I missing? I have PPSSPP running in portable mode so the MEMSTICK folder is in the same directory as the executable. I am on the most recent nightly version as well and running W10 21H1 64-bit.
