How to configure 4 controllers for four PPSSPP adhoc sessions

Good Morrow all! I have a bit of a quandary.

I was able to successfully get four instances of PPSSPP adhoclocal to connect to one another. The version is PPSSPP v1.2.1-12Adhoc_stuff-chatSimple and I'm playing on Windows 10. My problem is figuring out a way to get the emulator to see all four controllers. I'm using 2 PS4 controllers and 2 Xbox 360 controllers. If I understand correctly PPSSPP only recognizes the first xinput device that it sees, which presents a problem.

I've seen screenshots where people claim to have four working, but no elaboration as to how that was accomplished. I tried antimicro, which works for two controllers, however any PPSSPP sessions that aren't the active window won't accept keyboard inputs.

Any advice that can be offered would be amazing; trying to get my friends into Phantasy Star Portable 2. Thanks guys!

If for some bizarre reason this works on Mac but not PC, I have the option of using mac os as well.
