So I have my android rooted and usb debugged but when I try to run data recovery programs like EASEUS and Dr.Fone they bring up little data in the form of documents. Anyway I can retrieve my save data files for ppsspp that I accidentally deleted?

I don't think so, it's smartphone flash memory so it's unrecoverable, you dun goofed.
