All I want to know is how can I use cheats on the latest version of ppsspp (0.9.6.2). I have it installed on my laptop which is running Windows 8. Somebody please help

I've seen that already and I've tried looking for the .ini file but I can't find it

then play your game. and then quit.
by that time, there should be automatic .ini file with your Game I.D
in the PSP > CHEATS folder. then paste the code in the .ini file, and load your game again. it should work now

Still not there, I've opened and closed it, restarted the game and still nothing it's like there might not even be cheats for this game. (NFL STREET 2)

Did you click on enable cheats in the system settings? I'll attach a screenshot that shows where the option is located and what it looks like when it's turned on. With that turned on do what goddess of death said and run a game then stop and exit the emulator. Doing that should create a folder named Cheats that contains the .ini file of the game you played. The Cheats folder is located in the same place as the SAVEDATA folder.

I did all that and the file that pops up is not the name of the game but ULUS10008. When I open it up with notepad there's nothing there; no codes or anything at all

It won't automatically create the codes for you. You have to find them and copy and paste them into that file yourself.

i dont know how to make cheats though
