Question about PSP and PPSSPP Final Fantasy Tactics

So FFT is my favorite game
I've got a CFW PS3 which can play it and it runs really well.

The only problem is you can't save on the PS3 version due to a known issue.

The game works well on PPSSPP but because I play on xbox it's very blocky and there are some screen issues when rendering.

My question is why does PPSSPP allow the game to be saved where it can't on the PS3?

How would I go about patching the PS3 version?
