Need help with font bitmap

I'm trying to clean the text of Persona 2 Eternal Punishment (Japanese), so I extracted the textures from the title screen, uprezzed them with waifu2cafe and performed regular texture replacement. It worked except that some kanji weren't affected and such look blurry. I went to check the texture files. It turns out that spots where there should be kanji characters are just hexadecimal values (Attaching pictures of texture and in-game screenshot for visual examples)

Has anyone dealt with this before and have a solution?
