Emulator is not saving system settings or creating save data

Hello,
I have an issue trying to save system settings (ie. Graphic settings) from within the emulator. Every time I try modifying the graphic settings, and I reopen the emulator I see the setting being reverted back to default.
I installed the emulator under D:\<MyName>\PPSSPP where full write access is available. It does not work while running as administrator either. I reinstalled the emulator on my desktop but no dice.
I also noticed that I cannot create save data for any ISOs I run in game where it blurts out something about System Data not being available on start up. (The screenshot attached is from Zero no Kiseki)

My PPSSPP version is the latest (1.4.2) and my system specs are as follows:

i7 2600k 3.40 GHz
16 GB RAM DDR3
Nvidia Geforce 970
Windows 10 64 bit.

Been trying to figure out what's preventing my emulator from saving these setting or let alone creating save data. Will appreciate any advice.
