Most of the time on many games it's firewall/blocked port or port-forwarding issue, please follow the guide at https://github.com/hrydgard/ppsspp/wiki/...ith-PPSSPP

Also, please use the latest version if you're not already using it. (and for compatibility reason all players should use the same version)
