Could ppsspp support programs on psp other than games?
For example, can it be made to run PSPKVM, Snes9X (PSP version), and CTorrentPSP ?

Maybe, you can check the homebrew section. That said, two of those three require networking I assume, which isn't a top priority right now. The other, well, I'd just use bsnes...
