It depends on the game, currently even high-end phones have problems with some games cause the emu is in development.

In theory yes, it is enough. For comparison, a large number of people are running around with Xperia Plays, with many games working more than well enough to play through, albeit with a few tweaks here and there.

The Xperia Play is a really under powered device, featuring a single core snapdragon S2, Adreno 205, and only 512mb ram. In case you're worried, the Adreno 203 gpu typically outperforms the 205. Don't ask why, that's just how it be dawg.
