look for a old laptop with atleast a 540m graphic card or a recent laptop with an intel 4000 igp

If you're lucky with $400 you could grab a laptop with i3. i5 laptops are usually around $500 onwards.

If on a low budget, I would recommend spending 300/400 on a refurbished model from PC world or whatever..
That way you should get decent specs at a lower price than buying brand new.. Remember not second hand off the rack but refurbished, so it can be trusted
