it will be possible only on galaxy s4 right? cause it is the only android phone that is stronger hardwarely from the psvita itsalef, and the emulator will become when people stop saying it's impossible (for s4, or in era that the s4 is the weakest phone in the market)

No. Not much is known about the Vita, it's a very new game, so nobody really knows how it works. It's too early to talk about emulating the Vita until we would need for a processor to a 4.0GHz to emulate, because it does not emulate conlose ma on the same frequency that he works originally say they need 10x more Ghz than the actual console. It is not possible to emulate PS Vita yet.
