Random Slowdown All Games

At random times on every game I play the framerate will drop down to the single digits for a few seconds and then pick back up to full speed. I have a pretty decent gaming rig (I will list the specs below) so I know I can run PPSSPP. Also I updated my drivers right before I posted this thread so they're up-to-date. I have also tried every video backend, and got the same results with all of them. And other than changing the video backend I am running PPSSPP with default settings. I am not having this issue with any other PC game or emulator. Any help with this would be greatly appreciated.
