Loading save state failed : failure at PMB

I have a problem regarding android 11 OS permission previously via ppsspp latest ver. 1.17.1, I can't even use it to play my games & chose to uninstall & install previous built (1.12.2) which is useable for me but some of the games save states are having PMB failure, what is that, why is that & how to solve it? Thank you in advance, I want to learn more of my hobby if possible...
