Having trouble with cheats on android

I have been following instructions on YouTube videos and on here but cheats just dont happen.

1. I enable cheats in settings, but it wont create a cheat folder.
2. I create one myself, but game wont make an ini file when I try to enable cheats.
3. I put the cheat.db file in the cheat folder and try to download cheats from it, but nothing happens. What am I doing wrong?
