Add Speed Toggle on Mobile

The speed up hold button is often too fast to be used.

On the pc version the speed toggle button is available, you can change speed of game so that when speeding up the game it doesn't become too fast

However, on the mobile version, speed toggle is not available in on screen controls.

Please add speed toggle to onscreen controls on the mobile version of ppsspp.



An example of a game that would need this would be the legend of heroes series, the combat is simply too slow with lots of useless animations, the speed up button on pc really makes it more enjoyable to play.
