Best settings for my pcs?

I have a laptop with i7 4600hq 770m 12 gig ram

I have a desktop with i7 4790k, 980ti, 16 gig ram

Both running Windows 7 HP 64 bit.

I only really care about upscaling and solid 60/30 fps rather than things like shaders if they are even available.
