This? 1.2GHz quad core processor. As far as I know, PPSSPP only uses one core so not many games are going to run that well on it.

Things you could try:
Disable buffered rendering if the game support it
Enable frameskip 1 or 2
Enable Fast memory
And experiment with unlock CPU

You cannot expect that much from android.
Even my 1.8 Ghz quad cores android CPU can produce far less VPS than 1.2 Ghz i7 laptop CPU (in power save mode), 4 to 5 times slower.

Enable frameskip help a lot if game support this well.
