I have a problem with the debug console

You see, I'm a casual gamer who barely has any knowledge of debugging, until a few months ago everything was fine, but after an update while I'm playing the debug console suddenly appears.

It all started when I was playing Grand Theft Auto: Vice City Stories, while I was playing the debug console suddenly appeared in the middle of a mission, at first I didn't care much about it, but a few minutes later it reappeared and continued like this. But that didn't just happen with that game, it also happened with Midnight Club 3 and Initial D Street Stage. Honestly, this is already bothering me and driving me crazy, if you could help me I would really appreciate it.

You probably just using some weird key mapping and mapped CTRL+L to some action (which is a shortcut for activating this window). You can go to controls screen and disable option called "Enable standard shortcut keys" to disable all those common Ctrl+key and similar shortcuts from windows version.
