Why can't I get 60 fps on my games?

I know Im new here but I do know how to use cheat codes. However, every time I put in the codes and open ppsspp, there's only a tick in an empty box on the cheats list. If you dont understand what I mean, check the attached screenshots. Im currently playing Burnout Legends and Hatsune Miku Project diva, both of which is included in this 60fps patch list thread: https://forums.ppsspp.org/showthread.php?tid=22800. I already enabled the setting to render duplicate frames to 60 Hz. I doubt it has to do anything with my phone's performance. If you have any clue on how to fix it, please reply.
