i want to know how can i change region ppsspp to eu for french language in games.

It's game-dependant. The emulator already supports any region as far as I'm aware, but you just need the version/region of the game you want.

if it's anything like PS3 or PS4 games, i think some games will auto load the language depending on system settings but i'm not 100% on this with PSP games as i've never had to play games outside of english or Japanese
