Weird glitch

So I have this glitch where it seems like the up button on the d-pad is always being pushed even though I'm not touching it. It even does it even though I click disable D-pad. If anyone knows what to do I would greatly appreciate it.

Try to move away the config files ppsspp.ini and controls.ini from PSP/SYSTEM under the memstick directory, to reset to defaults - does that fix the problem?

You make savestate with button pressed.
Now you load savestate and button is still pressed?
Use ingame save then.
