"PPSSPP has stopped working" on launch

Hello, I've been an avid user of PPSSPP for a while and never had any issues until now, but when I updated to the newest version (1.6.3) I get a crash as soon as it starts up, and the problem details points to amdvlk64.dll. From what I've been reading it might have something to do with Vulkan? There doesn't even seem to be an ini file in the system folders after it crashes so I can't change any options for that. I've tried updating to the latest nvidia drivers but that doesn't seem to help. I've gone through a fresh copy with no past options and both the most recent git versions and past builds and found that v1.5.4-83 is the last that works for me. At this point I'm just stumped and have to stick to the old version for now, has anyone found a solution for this issue?

I'm using a 1060 6GB with an I5 2500K cpu on Windows 7 64 bit.
