multiplayer on ppssp

hello, so i recently got ppsspp and a game called dragon ball tenkachi tag team, i wanted to play multiplayer (im on pc) with my friend and i couldn't find a way how. I've put the correct settings ip and everything,but when i create a room, or he creates a room we cannot see it.
